본 발명은 비굴착공법으로 관로를 시공하는 공정 중에 외관과 속관 사이 공간부를 충진재로 채우기 위해 공간부의 앞부분과 뒷부분을 밀폐시킬 때 풍선이 부풀어지는 원리를 이용하여 공간부를 밀폐시킬 수 있도록 구조를 개선한 풍선을 이용한 비굴착식 관로 그라우팅 공법을 개시한다.
