The present invention relates to an apparatus for opening and closing a window and, more specifically, to an apparatus for opening and closing a window, in order to collectively close a smoke control zone installed on each floor by collectively providing closing force to an opened window fixated to a window frame and installed in the smoke control zone or the like on each floor when a fire occurs, which is configured to close the window by initial elastic force, thereby being capable of stably closing the window even without installing an additional power facility within a building when a fire occurs.
