The present invention relates to a floating power plant having a submerged barge, comprising: a floating hull having a power plant; a submerged barge hull spaced from the floating hull in a vertical direction and fixated to and disposed on the seabed; and a connection device connecting the floating hull and the submerged barge hull and installed to enable a floating position of the floating hull to be fixated on the sea.
