The present invention provides a concrete block assembly for a structure such as a breakwater to allow water to flow through. According to the present invention, the concrete block assembly comprises: a plurality of assembly protrusions (24) extended upwards and shaped into a cone; and a base part (20) having a plurality of assembly holes (22) inserted with the assembly protrusions (24). The assembly position of the inserted assembly protrusions is determined in accordance with a lowermost diameter of the assembly holes assembled with the assembly protrusions (24), thereby determining a clearance (C) between an upper and a lower block. Therefore, the breakwater is permeable to water as the clearance (C) is provided between the blocks. The plurality of assembly protrusions formed in a single block is separately assembled to the assembly holes of a plurality of blocks (four blocks) above the single block. A metallic link (32) to connect the block to an adjacent block is provided on each corner of the block.
