The present invention relates to a polycarboxylic acid-based cement dispersing agent, a manufacturing method thereof, and a mortar-concrete admixture using the polycarboxylic acid-based cement dispersing agent. The polycarboxylic acid-based cement dispersing agent and the mortar-concrete admixture using the polycarboxylic acid-based cement dispersing agent of the present invention has effects in being applied to a cement composition such as cement paste, mortar, concrete, etc., increasing dispersion and retention force between cement molecules, having excellent mobility by inhibiting slump loss, and improving workability such as reducing concrete mixing time at least 20% or the like. In addition, the mortar-concrete admixture using the cement dispersing agent of the present invention has effects in sequentially providing appropriate compression strength and excellent concrete conditions.
