The present invention relates to a noise-proof panel and a structure for preventing a noise between layers using an elastic body. The noise-proof panel comprises: an auto-claved lightweight waste tire layer; a first colloid layer stacked on the auto-claved lightweight waste tire layer; an auto-claved cement layer stacked on the colloid layer; a second colloid layer stacked on the auto-claved lightweight cement layer; and a waste tire layer stacked on the second colloid layer.
