The present invention relates to a customized asphalt paving filler composition and a method of manufacturing the same comprising: 5 to 10 parts by weight of incineration ash completely passed through 300 and 600 micrometer sieves; 10 to 30 parts by weight of combined heat and power plant ash; 5 to 20 parts by weight of blast furnace slag micropowder; 5 to 15 parts by weight of limestone micro-powder completely passed through 150, 300, and 600 micrometer sieves; 5 to 35 parts by weight of fly ash passed through a 600 micrometer sieve; 5 to 30 parts by weight of unburned carbon; 5 to 20 parts by weight of paper ash; 5 to 15 parts by weight of chemical gypsum wherein a predetermined amount of the chemical gypsum is distributed in 75, 150, 300, and 600 micrometer sieves; and 5 to 10 parts by weight of slag fume.
