Disclosed is a smart window coating having a thermal insulating function where an infrared shielding function is added to an electrochromic smart window. The smart window coating having a thermal insulating function according to an embodiment of the present invention is a smart window coating having a thermal insulation function. The smart window coating includes a transparent substrate, an infrared reflecting layer formed on the transparent substrate, a first electrode layer formed on the infrared reflecting layer, an electrochromic layer formed on the first electrode layer, and a second electrode layer formed on the electrochromic layer.
