The present invention relates to a core-shell particle, a polymer electrolyte membrane including the same, a fuel cell or an electrochemical cell including the polymer electrolyte membrane, and a method for manufacturing the core-shell particle. According to an embodiment of the present invention, the core-shell particle comprises: a ceramic core; and a hydrogel shell provided on the surface of the ceramic core. The core-shell particle of the present invention includes a high water-solubility ability and excellent mechanical properties.
