Disclosed is a grating for draining water, which includes an opening and closing plate. The grating for draining water includes: a grating body having an edge frame, a plurality of bearing bars mounted inside the edge frame to be spaced apart from each other at predetermined intervals, a plurality of cross bars mounted perpendicularly to the plurality of bearing bars, and drain holes formed between the edge frame and the bearing bars; and shutter units mounted at the bearing bars for opening and closing the drain holes. The shutter unit includes: a fixing member made of a metal material, formed in a C-shape and fixed to the bearing bar, which is forcedly fit to the fixing member, to be separable; a round bar made of a metal material, welded to the fixing member, and having a pair of slits formed in the outer circumferential surface to be opposite to each other in a longitudinal direction; and an opening and closing plate made of a flexible material with flexibility, wherein an end of the opening and closing plate is forcedly combined with the round bar in a snap-fit way to open and close the drain hole depending on load of water.
