The present invention provides a construction method of a complex waterproof layer, which includes: a first step of arranging a base surface; a second step of reinforcing a waterproof layer on a portion vulnerable to generation of waterproof defects; a third step of applying a rubber asphalt coating waterproof material composition onto an upper portion surface of the base surface and forming a rubber asphalt coating waterproof layer; a fourth step of attaching a stretchy asphalt felt waterproof layer onto an upper portion surface of the rubber asphalt coating waterproof layer; and a fifth step of forming a tarpaulin sheet waterproof layer on an upper portion surface of the stretchy asphalt felt waterproof layer.
