The present invention relates to a heating and cooling panel with a loess panel. 본 발명은 찜질방 벽체 또는 바닥에 설치되는 패널 내부에 황토패널을 더 구비함으로써, 황토 소재를 통한 원적외선 방출, 습도조절, 항균 작용, 곰팡이 발생방지 등의 효과를 볼 수 있으며, 찜질방 내부를 저온 상태로 유지하는 경우에는 냉열에 의해 발생하는 벽체의 결로현상을 방지할 수 있다는 장점이 있다.
