The present invention relates to a floor heating system having steel fiber-reinforced floor mortar applied thereto comprises: a concrete slab layer; a multi-functional floor panel assembly disposed on the concrete slab layer; heating pipes disposed within the multi-functional floor panel assembly; and a floor mortar layer formed to bury the heating pipes, wherein the floor mortar layer includes a plurality of steel fibers each including one or more bent portions at both right and left ends around a central portion, and wherein the multi-functional floor panel assembly includes: an insulation unit installed on the concrete slab layer and blocking the movement of heat from the heating pipes to the concrete slab layer; an air pad located on the insulation unit and made of a porous material; and a fixing unit installed on the air pad and having the heating pipes inserted and fixed thereto.
