A variable transmittance optical stack and a manufacturing method thereof, and a smart window including the same are proposed. The variable transmittance optical stack includes a liquid crystal layer; a first transparent conductive layer formed on a first surface of the liquid crystal layer; a second transparent conductive layer formed on a second surface of the liquid crystal layer; a first polarizing plate formed on the first transparent conductive layer; and a second polarizing plate formed on the second transparent conductive layer, and at least one of the first polarizing plate and the second polarizing plate includes a coatable polarizer, and transmission axis of the first polarizing plate and the second polarizing plate are respectively vertical to each other.
