A winch is attached to the top surface of the base. A cable extends from a first end to a second end. The first end is received by the winch. A clamp is attached to the second end of the cable. A diverter is configured to receive the cable at a location between the first end and the second end and divert a direction of extension of the cable. The diverter is capable of being moved relative to the base.
