A guardrail system and guardrail base is disclosed. The base can be configured to be attached to or placed on an elevated surface. The base can include a base body including a raised portion between a first foot and a second foot. A rail mount mounted on the raised portion of the base can be configured to angularly pivot about and between a first position towards the first foot and a second position towards the second foot.
