The weather barrier has a sheet of material that is flexible and water resistant and having an outer perimeter and a resilient seal attached to the sheet of material within the outer perimeter. The sheet of material extends out around the resilient seal. The resilient seal is sized to resiliently clamp about the utility such that the resilient seal seals against and is supported by the utility when installed.
