The reel is received in the barrel for rotation by control. The lift cord is inserted into the barrel and fastened to the reel to be wound around the reel when the reel is turning. The control wheel is connected to the reel for a user to operate to turn the reel. The control wheel is provided with teeth, and the barrel is provided with a pawl. The pawl is engaged with the teeth to allow the control wheel to be turned or hold still.
