One embodiment of the present invention discloses a blast-furnace slag comprising calcium oxide (CaO) and calcium chloride (CaCl2), and a blast-furnace slag-based cementless binder comprising fly ash with calcium chloride (CaCl2) added, wherein the calcium chloride is in the range of greater than 0 and less than 4 parts by weight with respect to the 100 total parts by weight.
