The present invention provides: a decorative sheet which is flame retardant even when laminated on a substrate having low thermal conductivity; and a decorative board having said decorative sheet laminated on a substrate. The present invention provides a decorative sheet intended for lamination onto a substrate having a thermal conductivity of less than 0.1 W/(m･K) on the side on which the decorative sheet is adhered. The decorative sheet (1) has a metal layer having a thermal conductivity of at least 10 W/(m･K), (2) has a plurality of layers containing a halogen-free thermoplastic resin, and (3) satisfies equation (I) below, where x is the total thickness (µm) of the plurality of layers containing a halogen-free thermoplastic resin, and y is the thickness (µm) of the metal layer. (I) y ≥ -0.0001x2+0.123x-12.26
