The present invention provides: a decorative sheet which comprises a surface protective layer that has excellent contamination resistance, alkali resistance and the like for a long period of time, while being suppressed in the occurrence of cracks or breakage during processing or when an impact is applied thereto; and a decorative panel which uses this decorative sheet. The present invention specifically provides: a decorative sheet which is configured of a multilayer body that sequentially comprises, in the thickness direction, at least a base material sheet and a first surface protective layer, and which is characterized in that (1) the first surface protective layer contains an ionizing radiation curable resin that contains two kinds of aliphatic urethane acrylates, namely a resin A that is an aliphatic urethane acrylate having an isocyanurate skeleton, and a resin B that is an aliphatic urethane acrylate having an alicyclic skeleton without having an isocyanurate skeleton, and (2) the first surface protective layer has a nanoindentation hardness of from 160 MPa to 240 MPa (inclusive); and a decorative panel which uses this decorative sheet.
