Provided are a vehicle-mounted control device, a vehicle-mounted control method, and a computer program. This vehicle-mounted control device: is equipped with a transmission unit that transmits a response request signal for requesting a response to a portable device in response to an operation to instruct the start of a drive source that drives a vehicle, and an authentication unit that authenticates the portable device on the basis of the response signal from the portable device to the response request signal; and controls the starting of the drive source according to whether authentication by the authentication unit is successful. The vehicle-mounted control device comprises: a determination unit that determines the presence or absence of unauthorized authentication with respect to the authentication unit; a detection unit that detects a legitimate occupant of the vehicle; a start prohibition unit that prohibits the start of the drive source if the determination unit determines that there is unauthorized authentication with respect to the authentication unit; and a start permission unit that permits the start of the drive source regardless of the determination of the determination unit if the occupant is detected by the detection unit.
