Disclosed are a flushing and overhauling system, a flushing method and an overhauling method for a drainage pipeline. Inspection wells and intercepting devices are arranged at intervals along a drainage pipeline. The inspection well is provided with a water inlet connected to an upstream drainage pipeline of the inspection well, and a water outlet connected to a downstream drainage pipeline of the inspection well. The intercepting device is mounted in the inspection well, and the intercepting device comprises a housing and a rubber sleeve, wherein the rubber sleeve is mounted in the housing, and an air cavity or a water cavity is formed between the rubber sleeve and the housing; the rubber sleeve is provided with a water flowing channel; and one end of the water flowing channel communicates with the upstream drainage pipeline by means of the water inlet, and the other end thereof communicates with the downstream drainage pipeline by means of the water outlet. When the intercepting device is filled with air or water, the intercepting device is closed, and the upstream drainage pipeline and the downstream drainage pipeline thereof are intercepted; and when the intercepting device deflates or drains water, the intercepting device is opened, and the upstream drainage pipeline and the downstream drainage pipeline thereof communicate with one another.
