The present invention relates to a water-conserving toilet, comprising: a toilet body including a bowl, a connecting pipe for discharging wastewater, a cover portion for covering the rear part of the bowl, an inspection hole on top of the cover portion, and an inspection hole cover for covering the inspection hole; a corrugated duct forming a flow path of wastewater discharged from the bowl; a wastewater discharge unit which includes a wastewater discharge pipe for discharging wastewater, a running-water branched pipe for branching off a portion of running water, and a running-water storage tank including a running-water discharge hole for discharging running water stored in a lower portion of the running-water storage tank, wherein as a portion of running water introduced and stored in the running-water storage tank reaches a predetermined amount, the wastewater discharge unit is rotated downward so as to discharge the wastewater to the outside through the wastewater discharge pipe; and an elastic portion which prevents the wastewater from being discharged through the wastewater discharge pipe if the wastewater flowing from the corrugated duct is less than the predetermined amount.
