The track lifting and lining device comprises a track lifting and lining frame (1), a track lifting device (2) and a track lining device (3) being mounted on the track lifting and lining frame (1), and the track lifting device (2) comprising a track lifting wheel (23) and a track lifting hook (24), characterized in that both the track lifting wheel (23) and the track lifting hook (24) are connected to a track lifting switching mechanism (25), and operation postures of the track lifting wheel (23) and the track lifting hook (24) are changed by means of the track lifting switching mechanism (25). The track lifting device provided by the present invention includes the track lifting wheel and the track lifting hook, and a steel rail full-range track lifting operation can be realized; the track lifting wheel and the track lifting hook can be adjusted in a Y direction, and track lifting operations in curves and turnout areas can be achieved; and the use of the track lifting wheel and the track lifting hook can be seamlessly switched by means of the track lifting switching mechanism, the structure is compact, and same is easy and fast to operate.
