Provided is a site monitoring apparatus and a site monitoring system that are able to appropriately set a region where site monitoring is to be performed. This site monitoring apparatus is provided with: a warning device 104, 309 that outputs a warning; a surrounding object detection device 102, 307 for detecting the position of partition objects 512; a work region input device 101, 305 that receives, as an input, information representing boundaries AB, BC where the partition object is to be placed; and a control device 103, 308. The control device 103, 308 is provided with: a use environment determination unit 107, 312 that determines, for each of the boundaries, whether the boundary is a placed boundary indicating that a partition object 512 is already placed at a position corresponding to the boundary or is a yet-to-be-placed boundary indicating that the partition object 512 is not yet placed at the position corresponding to the boundary; and a warning content determination unit 108, 313 that causes the warning device 104, 309 to output a warning when there is at least one yet-to-be-placed boundary.
