A communication device (201) receives internal electromagnetic waves (302) emitted toward the inside of a vehicle (100) by an internal communication appliance (102) installed in the vehicle (100), and also receives external electromagnetic waves (303) emitted toward the outside of the vehicle (100) by an external communication appliance (103) installed in the vehicle (100). The communication device (201) determines whether the communication device (201) is inside or outside the vehicle (100) on the basis of the reception strength of the received internal electromagnetic waves (302) and the reception strength of the received external electromagnetic waves (303).
