Provided are a window panel opening and closing device which is compact and can reduce the opening and closing sound of a window panel, and a fitting provided with the same. A window panel opening and closing device 40 is provided in a fitting 1 comprising a frame body 10 fixed to an opening of a building, and a window panel 20 attached in the frame body 10 in an openable and closable manner, and opens and closes the window panel 20. The window panel opening and closing device 40 comprises an electric unit 42 having an electric motor 421 and an output shaft 422 to which driving force of the electric motor 421 is transmitted, and an opening and closing arm 43 having one end directly connected to the output shaft 422, and the other end coupled to the window panel 20.
