A switchable film (11) sequentially includes a first substrate (21); a first conductive layer (23); a switchable material layer (25); a second conductive layer (24); and a second substrate (22). The first substrate (21) includes a first cut out portion (35) wherein the first cut out portion (35) aligns entirely with the second substrate (22). A first busbar (31) is formed on the first conductive layer (23) on the first substrate (21) and a second busbar (32) is formed on the second conductive layer (24) on the second substrate (22) within the first cut out portion (35) of the first substrate (21). A first barrier (33) is positioned around the first cut out portion (35) of the first substrate (21).
