Towards 2020 - nearly zero-energy buildings: Overview and outcomes, November 2012
This report is the result of the work performed in this field under the Concerted Action EPBD in 2011-2012 and describes the state of the art, main accomplishments and barriers across Europe as concerns national progress towards new and retrofitted Nearly Zero-Energy Buildings (NZEB). The Concerted Action EPBD theme "Towards 2020 - Nearly Zero-Energy Buildings" focusses on EPBD recast articles 9 and 2 regarding provisions for ensuring that all new buildings are NZEB by 31 December 2020 (for public buildings by 31 December 2018), as well setting targets to stimulate the transformation of buildings that are being refurbished into NZEBs. The main objectives of the work performed in this context include: - support to MS through the exchange of experience regarding existing high performance buildings; - mapping national applications of the NZEB definition; - supporting national plans for increasing the number of NZEBs, including awareness raising, supporting documents and incentives; - discussing the boundary conditions for calculations of NZEB, including renewables; - converge between the concepts of NZEB and cost-optimal energy performance requirements; - sharing of practical experience with NZEB; - interaction with CEN activities.
