Data Usage Concepts for Care Platforms in Smart Cities: Opportunities and Challenges

Innovative digital services for citizens are emerging in the smart city environment to simplify existing processes, save resources, and improve the quality of life for citizens in cities. At the same time, citizens are concerned about data protection and data privacy in times of digitalization. Smart cities also have to face this challenge. To address citizens' concerns, data usage concepts have been identified as a suitable means to strengthen trust in digital services, such as a care platform. An intensive literature review and qualitative expert interviews were used to find out how experts view data usage concepts. Despite many opportunities to strengthen trust, there are still final challenges to be addressed as important incentives for citizen participation in design processes for data protection measurements are lacking.
