In this paper, we present a new method to evaluate congestion from traffic flow information based on fuzzy logic. Level of congestion is considered as a continuous variable from free flow to traffic jam. After a simulation, we used adaptive neuro-fuzzy inference system and trained a series of fuzzy logic rules, to estimate the congestion. As a result, general perception of judging congestion is recovered by the fuzzy system with basic traffic parameters.
