Research on PPP for the public buildings' energy efficiency retrofit
In recent years, public buildings energy consumption has become increasingly prominent in the total buildings energy consumption: public buildings area accounts for about 15% of the total urban building area, while the energy consumption accounts for 28% in 2012. High energy consumption, low energy efficiency, poor operation and management are fairly common in the public buildings. The average public building energy consumption of per area is 2 to 3 times that of other buildings, for large public buildings about 500 million m2, the average power consumption is 10 to 20 times that of residential buildings. Hence, there is an urgent need for China to take effective measures to retrofit the public buildings and release the energy-saving potential to reduce energy consumption. This paper firstly analyze the situation of the present public buildings' retrofit, and then, explores to introduce the PPP into the field of the public buildings' retrofit and constructed an detailed PPP model for the public buildings' retrofit, and finally through an economic benefit analysis proved the feasibility of the PPP model.
