Road traffic accidents management model: The successful application of stakeholder involvement in Chon Buri, Thailand
Road traffic accidents are one of the main causes of death and economic loss in Thailand. This study was a participatory action research. The purpose was to develop an appropriate model for road traffic accidents management involved by stakeholder. Highway No.3 of Chon Buri province in Thailand was the study area. Geographic information system (GIS) and group record form are used as tools. GIS analyzing, thematic analysis and content analysis were used. The situations of road traffic accident can be grouped into three main state; pre accident, while accident happened and post accident; which each main state needs the different action from stakeholders whom involve. The pre accidental situation was managed by provincial health office, traffic police, and highway patrol and rescue volunteers by checking the black spot, traffic equipment, environment and situation at all black spot. Secondly, the accidental occurring situation had been managed by the coordination of 3 sectors, the traffic police pay the responsibility to the law implementation, rescue volunteers helped the injured and referred them to the hospital and the hospital gave emergency care and treatment. At post accident situation, the local organizations such as Highway District, Municipality, Provincial Administration Organization, and Highway maintenance investigated the damages, maintenance and improvement. In the process, stakeholders had a monthly meeting to find the appropriate solutions, improve and evaluate the methods. Along with the meeting, Data from GIS was used as evidence.
