The Conversion Standard was issued by the Northwest Power Planning Council (Council) as part of the 1983 ''Northwest Conservation and Electric Power Plan'' (Plan). State governments, local governments, utilities and Indian tribes are encouraged to adopt the Standard by January 1, 1986. The Conversion Standard applies to both existing residential and non-residential buildings for which the original building permit was granted before January 1, 1986. Buildings receiving an original building permit after January 1, 1986 are required to comply with a more stringent standard for new construction, referred to throughout this document as the New Building Standard.
