A considerable amount of the energy used in Sweden is related to buildings and the built environment. Around 40 percent of the energy consumed in the Country is used to heat buildings, and a further 20 percent, is used in the transport sector to move people and goods. In 1973, the year prior to the first 'oil crisis', Sweden had the highest energy consumption per dwelling in Europe, and was in second place as regards dependence on oil. There were, however, excellent possibilities to conserve energy within urban development. Sweden has chosen to develop a comprehensive National energy conservation program which is primarily based largely on Government support for technical improvements in buildings. Since 1978, Sweden has succeeded in reducing its dependence on oil by half, and has reduced energy use in buildings by about a quarter. A contributory reason to this is that in Sweden, responsibility for energy conservation in buildings has been given to authorities or organizations which normally deal with the implementation of residential development and building policy matters.
