Data are presented indicating that (a) location of dwelling units and net residential density affect the cost of providing particular services, (b) the structural condition of dwelling units is associated with particular types of housing, and (c) householders agree upon what services are lacking regardless of their income, race or location. In addition to these conclusions, the author recommends several policy alternatives based upon the findings presented.
