Cost and Marketability of Housing for the Physically Handicapped: Final Report
This study investigates the cost and marketability of accessible housing for the physically handicapped through the construction and evaluation of single - family and multifamily units built according to the proposed new American National Standards Institute (ANSI) Standard A117.1. The study conducted a literature review and discussed the design and construction of homes for the handicapped with experts in the field. It also examined the current state of regulations, codes, standards, construction processes, and cost and marketability related to these homes and analyzed builders' designs of homes and apartments for the handicapped. Findings indicate that ANSI Standard A117.1 is, for the most part, comprehensive and understandable for the typical builder of multifamily and single - family dwellings. Specific requirements of the Standard are discussed as they relate to dwelling and foundation types, exterior and interior accessibility, bathrooms, kitchens, and appliances. Overall, builders are not overly concerned with the needs of the handicapped. Developing designs that are adaptable to the handicapped has not been widely pursued. To promote housing for the physically handicapped, manufacturers should be provided with national and regional market data and specific product requirements, the Standard should be made consistent with existing safety standards and national and local codes, builders should be provided with local market information, lines of communication should be opened between the handicapped and builders and apartment owners, and a plan catalog of adaptable homes should be developed. Other recommendations suggested involve providing financing breaks for handicapped persons to purchase new homes under the Standard and developing an ANSI A117.1 educational program for builders and others which will detail the Standard's specific requirements. Tables, diagrams, and site plans are provided. Appendices include over 60 references (most citations are accompanied by summaries), a list of documents containing codes and standards, a list of experts consulted, a list of manufacturers producing products for the handicapped, and a comparison of five State handicapped housing codes.
