The report is intended to be as complete a documented report as budgetary limitations and the availability of official sources on the history of Lincoln Park would permit. The study covers the legal origins, its administrative history, and the developmental stages in its landscaping. The study is specifically designed to demonstrate the value of this park to the community and to illustrate its historical significance. The major portion of the narrative from 1867 to 1925 is based on the annual reports of the Engineer Officer in charge of Public Buildings and grounds; for the period 1925 to 1933 on the annual reports of the Director of Public Buildings and Public Parks; and since 1933 on correspondence files of the National Capital Parks.
