Cabrini-Green High Impact Program Interim Evaluation Analysis
Cabrini-Green is an urban high rise public housing project managed by the Chicago Housing Authority. Today 13,000 people live in Cabrini-Green; three-quarters of them are less than 21 years of age. The High Impact Program was a comprehensive security program designed to test new architectural concepts and new management/human service techniques. The overall goal of the program was to test whether high-density apartment buildings in a public housing project can be made significantly safer, more desirable places to live for low income families. This report was to provide an interim evaluation of the Cabrini-Green High Impact Program. It incorporates analyses of crime rates and vandalism costs for Cabrini-Green Homes and a control Housing Project; Stateway Gardens. This document should be considered with the summary volume for the first year evaluation.
