The report covers work performed by the Electromagnetics Division, Institute for Basic Standards, National Bureau of Standards, on a Signal Corps contract to develop a calibration system for impulse noise generators. Various technical approaches are discussed with their respective problems. A prototype system which was constructed is presented along with some measurements of its capability. Finally another approach is suggested using newer techniques and instrumentation which should come closer to achieving the desired level of performance.
