The existing channel has inadequate capacity, poor alignment and is choked with silt, vegetation and debris. Bridges, sewer lines, water lines and encroachments into the floodway have further reduced the capacity of the existing channel. Newly constructed Interstate Highway 26 crosses Sawmill Branch on the outskirts of the Town of Summerville. Construction of highway drainage canals into Sawmill Branch and establishment of drainage systems for new subdivisions within the watershed have results in a much faster concentration of runoff in Summerville. The proposed plan of improvement provides for channel enlargement of Sawmill Branch from the Ashley River to Interstate Highway 26 and for the implementation of flood plain management of 9.3 miles with bottom width varying from 35 feet at the outlet to 15 feet at I-26. Required right-of-way will vary from 150 feet in the lower reach to feet in the upper reach. Culverts and bridges will be modified or reconstructed to provide sufficient capacity for proper functioning of the designed channel. The flood plain management measures will prevent encroachment upon flood control channel as well as providing flood protection against the larger floods.
