Transportation System Management and Downtown Revitalization. Phase 1
The report presents eight case studies in which downtown plans and TSM projects have been planned, implemented and evaluated in such cities and towns in Massachusetts with populations of less than 250,000 and the role which engineers and planners at various levels of governments have played. The report also provides a broad, systematic framework to aid in understanding the complex process within which TSM related improvements should be considered in planning a central business district (CBD). A special effort is made to focus on TSM improvements which are practical and suitable according to the travel demands and financial resources of small and medium size areas.
