Emergency Investigation of Coal Mine Refuse Embankments
Following the coal refuse dam failure near Saunders, West Virginia, which caused the Buffalo Creek flood disaster on February 26, 1972, the Department of the Interior Task Force to Study Coal Waste Hazards was created on March 2, 1972, by the Assistance Secretary of Interior for Mineral Resources. The purpose of this emergency investigation was to reduce, to the greatest degree possible, the probability and consequences of coal refuse embankment failures at sites where the potential for failure had been recognized. Data was gathered concerning 139 potentially hazardous coal waste embankments in Alabama, Kentucky, Ohio, Pennsylvania, Virginia and West Virginia. These data and subsequent data gathered by revisiting most of the sites one year later were evaluated and final hazard classifications were made by the Board. This report presents the Board's final determinations, the methodology used, and the conclusions reached.
