The land use plan is a requirement under the auspices of the North Carolina Coastal Area Management Act (NCAC, 1974, as amended), and this document is in accordance with the land use planning guidelines (Subchapter 7B, Chapter 15). Notwithstanding the requirement by the State of North Carolina to accomplish a land use plan update every five years, the Holly Ridge Land Use Plan of 1988 is a document stating how the citizens intend to achieve success as a community far into the future. Further, the document is a commitment to achieve the goals set forth as part of the comprehensive planning and growth management processes.
