Citizen Participation in Public Hearings in Virginia
The report is based on data gathered at 25 public highway project hearings held in Virginia from May to July in 1970. Responses to a self-administered questionnaire were obtained from 978 of the 1,170 persons who attended the hearings. The basic physical aspects of the highway as a structure and as a consumer of land appear to have generated more citizen concerns than other factors. Recommendations directed at improving the hearing process are noted.
