Proposed Freeway Development in Contra Costa County Between West of Pacheco Boulevard and East Port Chicago Highway on State Route 4, and Between South of Olivera Road and Route 4 on State Route 242, California
The proposed development covered by the statement is the freeway improvement of the Arnold Industrial Highway (Route 4) from Pacheco Boulevard to east of Willow Pass at East Port Chicago Highway and the freeway improvement of the portion of Route 242 from southerly of Olivera Road to Route 4. This project is located in the City of Concord, and unincorporated area of Contra Costa County. For Route 4 this project envisions an initial 6-lane, ultimate 8-lane freeway, and for Route 242 an initial 4-lane, ultimate 6-lane freeway. Frontage roads are proposed for each side of Route 4 with the exception of the area between Port Chicago Highway and Willow Pass Road. Provision can be made for the possible future inclusion of the Bay Area Rapid Transit tracks in the median between Port Chicago Highway and East Port Chicago Highway.
