Philadelphia Abandoned Trolley Restoration Feasibility Study: Report of the Secretary of Transportation to the United States Congress
The study was undertaken to evaluate the desirability of restoring streetcar service to four segments of the abandoned lines of Southeastern Pennsylvania Transportation Authority (SEPTA) streetcar system in the City of Philadelphia. The objective of the study was to determine whether the quantifiable benefits of restored streetcar service on segments with track and/or power, still in place, would warrant the necessary financial investment to restore and upgrade the remaining facilities.
