Local Government Role in Energy-Contingency Planning: An Information Bulletin of the Energy Task Force of the Urban Consortium
Four case studies of local government contingency plans which were developed in response to potential energy shortage situations are given. Established plans of two cities and two urban counties are documented and suggested strategies to consider in developing similar plans are discussed. These suggested strategies include centralization of energy emergency planning activities, assignment of task and responsibility within the government, prioritization of services and operations, and the design of a public outreach capability.
