Development of Kaunas Medical University Hospital Master Plan. A Discussion Document
The centralized planning culture prevalent during the Soviet era is the reason for many current problems in the Baltic area. Thus local level actors lack the experience in the planning of refurbishment and modernization of health care facilities, because the planning responsibility of hospitals was strictly centralized. The Ministry of Foreign Affairs of Finland and the Ministry of Environment of Finland have funded since 1998 cooperation projects between the Kaunas Medical University Hospital, Paul Stradini University Hospital of Riga, Estonian Health project 2015 and the Research Institute for Health Care Facilities, SOTERA, under the auspices of Helsinki University of Technology. During this project the master planning of two major hospitals was agreed as the next field of cooperation. The studies are carried out separately in Kaunas and in Riga. The preparatory project reported here was carried out jointly between the Kaunas Medical University Hospital and Research Institute for Health Care Facilities, SOTERA, at Helsinki University of Technology.
